Policy alignment & progress – where EOSC sits towards the 20 ERA actions

About the session

The session will discuss the relations between EOSC and the prioritised actions of the European Research Area policy agenda for 2022 to 2024. On top of the ERA Policy Agenda is the EOSC as part of the action 1; ‘Enable the open sharing of knowledge and the re-use of research outputs, including through the development of the European Open Science Cloud (EOSC)’. Three outcomes are foreseen from this ERA action: (i) Deploy Open Science principles and identify Open Science best practices, (ii) Deploy the core components and services of EOSC and federate existing data infrastructures in Europe, working towards the interoperability of research data, and (iii) Establish a monitoring mechanism to collect data and benchmark investments, policies, digital research outputs, open science skills and infrastructure capacities related to EOSC (LINK: https://ec.europa.eu/info/sites/default/files/research_and_innovation/strategy_on_research_and_innovation/documents/ec_rtd_era-policy-agenda-2021.pdf). Beyond discussing the progress of this ERA action, several other actions have concrete links to EOSC that will be discussed, such as Data legislative framework for research (action 2), Reform of the Research Assessment (action 3), Research Infrastructures (action 8), International cooperation (action 9), Green/digital transition of Europe’s key industrial ecosystems (action 12), and the ERA monitoring mechanism (action 19).

Relevance for EOSC

Alignment of policies and practices for EOSC and open science is a joint responsibility within and across European, National, and Institutional levels. The advancement of implementing EOSC is driven by stakeholders on all levels within the European Research Area. Identifying the mechanisms with which EOSC can be beneficial to or benefit from the progress of the ERA priorities will help implementing EOSC in Europe; and thus help European Research.
